Tangier has a lot to offer to the 2026 UCLG World Congress participants. Through the Tangier-Morocco Track and a number of partner-led sessions, the host city and its institutions are bringing their own perspectives to the global municipal conversation.

A traveller’s notebook for the municipal movement

Before every Congress come the presentations, the speeches, the resolutions and the photographs. Before every Congress come the flights, the train journeys, the airport lounges, the last-minute emails and the unread briefing notes.

And somewhere between departure and arrival, there is a moment that matters just as much. A moment to think.

As local and regional leaders, public servants, urban practitioners, civil society representatives and partners travel to Tangier, they bring with them different realities, different priorities and different hopes for the future.

The Municipal Times Outlook invites participants to carry these questions with them.

Not because there are easy answers. But because the future of local governance may depend on how we answer them together.
